Usually the server answered a different path. Single-page frameworks serve the app's index.html for any unknown URL, so /llms.txt returns a page rather than your file. Serve it as a static file with Content-Type text/plain and check again.
No. It tells the crawlers that read it what your site is. Whether an engine then names you for a prompt is a separate question with a different measurement: publish the file, then track the prompts and watch whether the answers change.
