Questions
Not by itself. The markup tells an engine which text is a question and which is its answer, which makes the answer easier to lift. Whether it is lifted depends on the answer being correct, specific and visible on the page. The markup is necessary, not sufficient.
FAQPage for questions with self-contained answers. HowTo for a task with ordered steps and, ideally, a total time. A page can carry both if it has both kinds of content; do not mark steps up as questions to force a rich result.
In the <head> of the page whose visible content it describes, as a <script type="application/ld+json"> block. One block per page is enough. Add the optional page URL so the @id ties the block to that page.
Engines quote complete sentences. A one-word answer gives them nothing to lift and can read as keyword stuffing. Forty characters is the floor the tool uses; a sentence or two is the target.
